It just came to our notice that some officers appointed to supervise elections were struggling to construct sentences in English. As we all know that English is the official language in Uganda, this officer also tried to embrace it despite the fact that he lacked skills.

Mubajje calls for forgiveness


The Mufti of Uganda, Sheikh Shaban Mubajje, has asked Muslims to reflect on forgiveness as they observe this year’s Ramadan.
 
He said forgiveness is a sign of love, unity, teachings that the Koran emphasizes.

“Ramadan is a month of forgiveness, we reflect on the goodness of Allah. Besides that forgiveness fosters togetherness of people regardless of background,” Mabajje said.

He was delivering the Ramadan message after Jumah prayers at old Kampala National Mosque on Friday.

He warned Muslims against being lured into earthly desires as they would jeopardize their fasting.

“Keep your tongues and body parts from sin. When provoked to fight or quarrel remind them that you are fasting. We all know that Satan can manifest in human beings thus a reason to be careful of someone leading you to sin,” he warned

  Mubajje also asked Muslims to forget the past wrangles and focus on the future development of the Islamic religion in Uganda.

“Dwelling on the past wrongs that your neighbours have committed against you is not developmental to you and the religion. Flush those grudges out of your life and you shall be free,” he told the congregation.

He called upon Muslims countries affected by war to settle disputes amicably without use of violence and also tasked Ugandan Muslims to pray for their brothers in the Arab world who are at war with each other.

The Secretary for Hajj, a department at Uganda Muslim Supreme Council tasked with taking pilgrims to Mecca echoed Mubajje’s view and called on Muslims to promote peace in the country.

“Unforgiveness breeds suspicion and insecurity resulting to disputes. Therefore if people forgive each other, we shall live in a peaceful world,” he said.

What you should know about the month of Ramadan



Muslims globally start fasting on June 17, marking the first day of Ramadan, the ninth month in the Islamic calendar, when Muslims observe the obligatory fast.
Ramadan is a month of fasting, spiritual reflection, personal renewal and ritual practice. There are many things that one should do during this month of immense blessing such as fasting from dawn until dusk, intensifying the recitation of the Holy Qur'an, praying Taraweh (night prayers held after Isha prayers), observing late night prayer, generously giving to charity etc.


Muslims are also enjoined to avoid bad habits/deeds like slander, fornication, drug abuse, stealing and many others as stipulated in the Holy Quran and Hadith.

This is a period of spiritual renewal and those fasting honestly stand to benefit from the blessings that this month comes with and they are expected not to revert to bad habits.

Do's & Don'ts of fasting in the month of Ramadan

Intention
•It is important to make the intention of obligatory (fard) fast before fasting

Eating before Fajr (Taking Suhur) is a recommended Sunnah


•The Prophet (SAW) said, "Take Suhur, as there is a blessing in it." (Bukhari)
•Eating Sehri (Daaku) ends when the Fajr Adhaan starts.

Fasting person should not misbehave or fight 
•The Prophet (SAW) said, “Fasting is a shield (or a screen or a shelter). So, the person observing fast should avoid sexual relations with his wife during day time and should not behave foolishly and impudently, and if somebody fights with him or abuses him, he should tell him twice, 'I am fasting."

Fasting person should not lie or commit evil deeds

•The Prophet (SAW) said, "Whoever does not give up slander speech and evil actions, Allah is not in need of his leaving his food and drink (i.e. Allah will not accept his fast.)"
•Backbiting, lying, fighting, abusing, profanities and arguing corrupts the fast.
• Cracking dirty jokes, obscene vulgar actions, immoral behaviour and conversations on vulgar topics are all forbidden in the state of fasting. (Such things are forbidden even under normal conditions, but such deeds while fasting corrupts the fast.)

Things that do and do not break the fast
•Due to extreme heat, the fasting person is allowed to take a shower and rinse his mouth with water. This does not break the fast.
•Eating out of forgetfulness does not break the fast. But as soon as the person realises that he/she was fasting, then the food in the mouth should be immediately spat out.

•There is no harm in swallowing the saliva while fasting.
•Applying kohl in the eyes does not break the fast.
•If the need arises, the food can be tasted (for salt etc.), but it should be tasted by placing it at the edge of the tongue. But utmost care should be taken that it should not reach the throat.
•The blood that comes out of the teeth does not harm the fast, however, the blood should not be swallowed.
• A fasting person is allowed to smell and wear fragrance.
•Vomiting unintentionally does not break the fast, however if someone vomits deliberately then this breaks the fast. 
•Letting blood by means of leeches etc (for treatment purposes) during fasting is allowed.
• If nose drops are used while fasting and if they reach the throat or the stomach, then the fast is broken.
•An injection that does not nourish and its purpose is not to provide energy or nourishment but it is only used as a medicine, is allowed while fasting. However if the injection is the type that provides nourishment to sustain the body without food and drink then such an injection breaks the fast.
•While fasting it is not allowed to sniff the water too high in the nose that there may be danger that the water might reach the throat. (Tirmizi)
•Eating or drinking intentionally while fasting nullifies one’s fasting. He/she should sincerely repent and make up for the fast.
•While fasting in Ramadan, if a husband forcefully has intercourse with his wife then this would not break the fast of the wife and she does not have to make up for it. However, the husband is guilty of sin and he has to repent and make up for the fast by freeing a slave and if that is not possible then he has to fast continuously for two months and if that too is not possible, then he has to feed 60 needy people.

•A lustful thought which leads to ejaculation of semen does not break the fast. (Bukhari) However ejaculation of semen due to any other intentional activity or intimacy or due to watching immodest things breaks the fast.

• Wet dreams, while sleeping does not invalidate the fast as this happens unintentionally.(Bukhari)
• Discharge of Mathi - prostatic fluid while fasting does not break the fast.( Bukhari) [Mathi is the fluid discharged due to lustful arousal before semen is ejaculated]

Masnoon and Recommended Acts while fasting
•Eating Iftar ( eating at Maghrib time to breakfast) should not be delayed and should be eaten as soon as the sun sets (Maghrib time) which is a Sunnah of the Prophet.
• The one who offers and provides iftar to a fasting person, gets the reward equivalent to a fast.
•Using siwaak while fasting is proven from the Sunnah. (Sahih Bukhari)
•It is a Sunnah to recite the Quran and to revise it in Ramadan.
• Giving charity generously in the month of Ramadan is the Sunnah of Prophet Muhammad (Sallallahu Alayhe Wasallam).
• Taraweeh is a nafil (voluntary) prayer which is also called Tahajjud or Qayam ul Lail.
•The masnoon rakaat of taraweeh is eight (8), however since it is a nafil prayer the number of rakaat can be increased or decreased.
• In the last 10 days of Ramadan, encouraging your family to perform worship is the sunnah of Prophet Muhammad Sallallahu Alayhe Wasallam.
• A person who is unable to benefit from the most blessed night of the year lailatul Qadr is a loser.(Ibn Majah)
• Lailatul Qadr should be searched in the last 10 odd nights of Ramadan.(Bukhari)
• Sitting in seclusion- Itekaf in the Masjid during Ramadan is an obligatory sunnah which is obligatory on the Muslim community (Sunnat e Mokada Kafaya) and its duration is 10 days.
• Women should also sit in Itekaf. (Muslim)
• Charity of fitr (Sadqa e Fitr) is obligatory (fard) on every individual. It is not necessary to be sahib e istatat to give sadqa e fitr. Sadqa e fitr should be given before the eid prayer. (Ahmed)
• Missed fasts of Ramadan should be kept any time before the start of the next Ramadan.(Agreed Upon)
• Keeping six fasts in Shawwal is highly recommended after Ramadan.(Muslim)

Those who are exempted from fasting

•A person, who, due to extreme old age or an incurable disease is unable to fast, then he should feed one poor person in exchange for every day of missed fast. 

• A person who was ill and left fasting in Ramadan but then later regains health and does not make up for the missed fasts and dies, then his inheritors have to make up for his missed fasts.

• If it is difficult or dangerous for the health of the mother and child then pregnant and breast feeding women can leave the fasts, however, they have to necessarily make up for the missed fasts later on.

• It is better for a traveller to leave the fast, however, there is also no harm if the traveller fasts while on a journey because sometimes Prophet (saw) observed fasting while travelling and sometimes he would leave fasting while travelling. Both are acceptable.

Sheikhs give Ramadan guide



Muslim clerics have explained what fasting is, how to fast, who can fast, who is exempt from fasting, things that invalidate the fast and outlined the rules of fasting in the holy month of Ramadan.
Definition of fasting
Fasting means abstaining from several things, from just before the starting of dawn (that is, just before the start of Fajr) until sunset, with the intention of fasting.
"A Muslim fasting must abstain from the following: food and drink, sexual intercourse, masturbation (most scholars say this is not allowed even when not fasting) and deliberately causing one's self to vomit," explains city Sheikh Abdul Ssessanga.
Ssessanga says if these four things listed above are done deliberately a person's fast will be broken. 
Ramadan is a great month
Sheikh Kassim Mawejje, the imam of Ruharo Mosque in Mbarara district, says the month of Ramadan is a great month because it teaches Muslims self-discipline, self-restraint and generosity.
"It also reminds us, Muslims, of the suffering of the poor, who may rarely get to eat well," he adds.
Mawejje explains that Ramadan is the month in which Allah (God) revealed the Quran as a guidance for the whole of mankind.
"It is the month in which Allah gave the Muslims victory in their first and greatest battle at Badr. It is the month which has Laylat al-Qadr, a night which is better than a thousand months," he says.
In Ramadan, Mawejje says, the gates of heaven are opened and the gates of Hell are shut, and the shayaateen (devils) are tied up and the reward for good deeds, acts of charity and acts of worship are multiplied in this month.
Who must fast
The clerics say Allah has made fasting the month of Ramadan obligatory upon every adult, sane, settled (that is, not travelling) Muslim who is able to fast and has nothing such as hayd [menstruation] or nifaas [postnatal bleeding] to prevent him or her from doing so.
Why Muslims fast
The Sheikhs says fasting was enjoined on Muslims so that they may become pious.
"A pious Muslim and Muslimah does whatever Allah and His Messenger have told them to do. Allah told us to fast and we have to obey Him," says Ssessanga.
They advise the faithful to give up bad habits during Ramadan, such as lying, cursing, false speech, engaging in disagreements, backbiting and gossiping if they want their fast to be accepted by God.
How to fast and rulings regarding fasting
  • The intention. The clerics say it is obligatory for the fasting person to confirm his/her intention before the appearance of fajr (dawn prayer).
"Thus one should make intention in ones heart before going to sleep," urges Mawejje.
  • The time for beginning and ending the fast. Sheikhs say there are two types of fajr: False fajr and True fajr.
False Fajr:  
Sheikhs say at this time it is unlawful to pray fajr prayer, but it is permissible to eat for the one intending to fast. The false fajr is distinguished by a rising vertical column of whiteness which appears like the tail of a wolf
True fajr:
They state that at this time it is lawful to pray the fajr pray but is it unlawful to eat for one who is fasting. It is distinguished by a white light coming across the horizon in the East, thus one should stop all eating and drinking before the True fajr.
The meal that is taken before the fajr is called Suhoor (pre-dawn meal). "We should make sure that we eat and drink something at Suhoor, and that we delay it until just before the adhaan (call) of Fajr," Sheikh Mustafa Kaggwa of Kawempe explains.
Kaggwa says that it is also guidance of Prophet Muhammad (peace be upon him) to delay the Suhoor meal until just before the true fajr.
He calls on Muslims to note that along with no eating or drinking whilst fasting, one cannot have sexual intercourse with spouse.
He says kissing and hugging is allowed, but if such close contact causes ejaculation then this will break the fast. He also says swallowing someone else's saliva invalidates the fast.
  • The time to breaking the fast (Iftar).
This time is as soon as Maghrib starts (after sun has set).
"If you are in the Masjid (Mosque) or close by and hear the Athan for Maghrib prayer then it means you can now break your fast," Mawejje advises.
Hasten to break the fast
Muslims are urged to hasten to break the fast with fresh dates if available before praying because the (peace and blessings of Allah be upon him) said: "The people will be fine so long as they do not delay iftaar."  
Dua (prayer) said when breaking the fast
Thahaba th-thama o wabtallatil-Aaurooq, wathabatal ajru in shaal-lah. (The thirst has gone and the veins are quenched, and reward is confirmed, if Allah wills.)
Other things that invalidates the fast
  • If a person accidently eats, drinks or swallows anything it does not break his fast and they should continue fasting.
  • If a person becomes ill during his fast or so thirsty or hungry that he could become severely ill or die then he is allowed to break the fast and make it up later. There is no sin on him.
However if a person breaks his fast without a valid excuse by eating or drinking, Sheikhs say, then he or she should repent sincerely and make up that day after Ramadan but if they break their fast by having intercourse then they must offer kaffarah (expiation) by fasting two consecutive months or feeding 60 poor people.

BILLY OCEAN FOR KAMPALA CONCERT… ”INTERESTING REASON FOR HIS COMING”

PROSTITUTION IN KAMPALA THIS FESTIVE SEASON

It gets one wondering; what is this season to a commercial sex worker? Is she greeted with, “Merry Christmas! How much?” Does she close for business in respect for the newborn child?
In Uganda’s capital city, commercial sex workers, who operate illegally on the streets and suburbs, have every intention of celebrating the season: with special arrangements for their expected customers.
On a recent Sunday night, I set out to visit them in some of their operation areas, beginning with those near Fairway hotel.
They initially mistook me for a customer and when I told one of them that I was a journalist who wanted an interview with a few of them, she became angry and called others who started insulting and chasing me away.
“You think we are here at this time of the night [it was midnight] to make money for The Observer? We only entertain willing buyers, not journalists,” said one of them, punctuating her sentiments with obscenities.
As I turned to leave, one of them asked if I was ready to pay Shs 10,000 for her time; she was ready to ‘entertain’ me for 10 minutes only. After I accepted the condition, she got excited and led me to Fairway hotel’s gardens.
When I offered to buy her a soda, she promised to accommodate me for another five minutes as a bonus, although she preferred a beer. When I told her my religion does not allow me to buy alcohol, she took the soda willingly. She asked if I had a camera. I told her I didn’t, but she frisked me to prove my lack of ‘ammunition’.
Telling me she was Anita Mbabazi – a name I did not believe was correct – she said she was a first-year student at Makerere University who was dealing in sex trade to get pocket money for her university upkeep and get a better livelihood because her mother was a single parent who could not afford these in addition to the tuition fees.
“I would not have gone through this calendar year if I was not dealing in commercial sex work. I began this business from Nakulabye for three months but the price there for short games was so low that I came here where our chairperson demanded for Shs 300,000 for me to be accepted at this place as a member,” Mbabazi told me.
For the last nine months, she says she has been able to feed herself, shift to a better hostel around Makerere and buy luxuries such as a television set.
  .
“Unlike at Nakulabye where one takes you for a night at Shs 20,000 and ‘short’ goes for Shs 5,000, here a night goes for around Shs 50,000,” she said, seemingly proud of her ‘investments’. “A whole weekend a customer can pay you between Shs 100,000 and Shs 150,000, Friday inclusive and if you are lucky, a foreigner can part with $100 (Shs 250,000) for the same period.”
At this point, their chairperson who Mbabazi introduced as Sarah joined us and jokingly asked why I had trespassed in her territory. After apologizing and offering her Shs 5,000, she gave me details of their Charismas package.

Bad Black their inspiration

According to Sarah, this package which she refers to as “take-away package”, is meant for well-off clients starting on December 25 to January 1. Starting on the very day Jesus Christ was born to save the world?!
Sarah says the prices have doubled this festive season and in addition to the payment, a customer must be willing to take the prostitute to one of the entertainment places. I guess their way of working without missing out on the happening programmes...
“This kind of arrangement might help some of us to become richer. Don’t forget that our former colleague Shanita Namuyimbwa [aka Bad Black] got rich from this area when she bumped into the British millionaire who bought her for a night at Shs 300,000 and the duo later became real lovers,” Sarah, in her late 20s, said.
There is a self-accommodation package too.
“Because of police harassment, some of us who have our own residences are willing to take our willing clients at our homes where one pays us double the normal price. Like me, I have a vehicle which he must be willing to fuel and we take time off to an entertainment place of my choice. These two packages expire on January 1,” Sarah, who has been arrested nine times and charged twice before a KCCA court, added.
Climax package, on the other hand, is meant for clients who only intend to use them for only Christmas, Boxing Day or January 1. The price tag on their bodies is still double the normal season and terms and conditions – which include strict condom use – apply.
They have what they call the Risky package, meant for clients who want sex without protection. Basically, for clients who are suicidal and those who think they have nothing to lose. According to Sarah, some of the sex workers have HIV/Aids and are willing to have unprotected sex with HIV-positive customers at a much higher fee.
“During a sensitisation workshop, we were told that some people have dangerous HIV/Aids and that sleeping with various men can reduce one’s life, but still some of our colleagues do it at a higher fee because to them money comes first,” added Sarah.
I proceeded to Nile avenue where a lone sex worker near Uganda Broadcasting Corporation told me she was stranded because she had not received any client by that time – around 12:30am. For reasons unknown, buyers seemed to be rejecting her ‘goods’. She requested for Shs 3,000 to take her back to her Namasuba home.
“Unlike other years, there seems to be more poverty this year. At around this time last year, we were making money. I am fed up of this condition but I am still forced to do it because of my child whom I am looking after and if I get a willing man to take me with my child, I can get married,” said this commercial sex worker, who referred to herself as Lisa.
Along First street near the New Vision offices, one Natukunda complained of police harassment.
“If you are lucky, they will ask for a bribe, but at times they take us to police stations and the rude ones force us into unprotected sex in a cemetery along Jinja road; others just steal our money and let us go,” Natukunda added.
However, the Kampala Metropolitan Police boss Andrew Felix Kaweesi referred to these allegations as wild and said police is planning to arrest and charge these sex workers. Their plans and special packages for the festive season may be in vain, if the police plans for them are anything to go by.
“Commercial sex work is an illegal trade and we shall join hands with Kampala Capital City Authority [KCCA] to arrest and charge them for we have reports that they rob people at night,” said Kaweesi.
At a recent press conference, KCCA executive director Jennifer Ssemakula Musisi said that just as the authority now arrests those buying merchandise from illegal vendors and charges them with abating crime, they will do the same to men who buy sex workers. Musisi was supported by Kampala Resident City Commissioner Mpimbaza Hashaka.
“I became a victim of these women and I support their total removal even for security purposes,” Mpimbaza, who is head of the city’s security, said without elaborating how he “fell victim”.
At the infamous Daido building opposite Makindye military barracks, a few commercial sex workers lurked around because the building is still under renovation. They were unhappy that their clients had taken their “
“business” to Kabalagala and Ggaba.
While at Kabalagala’s Kataba, a place notorious for prostitutes, this business begins as early as 8pm, the “cheapest commodities” were found in Ggaba.
“For us, we are like the Chinese; we don’t send away customers. We offer short services [for] between Shs 3,000 mostly to boda boda cyclists, and Shs 10,000 for fishmongers and other well-off clients. A night goes for Shs 20,000.
We have no problem with the police and local council authorities in the area because our landlord has compromised them,” said one Justine. Whereas Ben Kiyimba, one of the LC I officials in Ggaba mission, denied this allegation saying removal of these sex workers is a KCCA and police affair, the police O.C Ggaba could not comment as he was reported out of the station.
The Ggaba chairperson, one Mumbejja, says each client must pay Shs 10,000 to the landlord one Masinde, who also runs a bar called Cheers in the area. However, kickboxer Titus Mugume, who is also one of the escorts of Col Jackson Bell around whose residence these sex workers operate from at Agali Awamu road in Ggaba, said there was need to get rid of them as they abuse passersby at night using obscenities.

The president of the United nations General Assembly, Sam Kuteesa has expressed grief at the demise of the Zambian president Micheal Sata who died in London on Tuesday, This is a great loss to to Zambia. The president of the United Nations General Assembly, Sam Kuteesa has expressed grief at the demise of Zambian president Micheal Sata who died in London on Tuesday. This is a great loss for Zambia. The General Assembly will hold a tribute in memory of him,"stated a release from Kuteesa's office.

The Accelerator Program commences today with a three (3) week training, to be followed with 5 week testing and 2 week refining that will culminate in an Investor Demo day.
